​GÉANT launches pan-European tender for IaaS services

clouds.jpgGÉANT and its National Research and Education Network (NREN) partners have today launched a pan-European Infrastructure-as-a-Service (IaaS) tender aimed at further accelerating the adoption of cloud services by research and education institutions. The successful tender will lead to a range of framework agreements through which European NRENs can offer their customers a portfolio of IaaS services.  



Europe’s research and education institutions are eager to use and benefit from cloud services. However, the cloud brings a paradigm shift in distribution and usage models, requiring a new approach to connect the supply and demand sides and establish the right conditions of use. 


Representing the combined effort of GÉANT and 36 European NRENs this tender aims to establish a service delivery chain to enable Europe’s research and education institutions to adopt and use IaaS cloud solutions in an easy, safe, predictable and controlled manner.


The tender aims to ensure that:

  • Suppliers offer an IaaS feature set which matches the needs of the European research and education community; 
  • Data is handled safely and suppliers meet European and national regulations;
  • The community can aggregate demand and costs are affordable and predictable;
  • Services can be acquired and used  through the institutions’ purchasing and management structures; 
  • Services are connected to the GÉANT and NRENs networks and are ​compatible with the community's Identity Management capabilities.


The tender follows a procedure whereby all providers that meet the requirements will be awarded a framework contract, thus providing range of services and service providers. The frameworks will provide standardised contract terms for use by research and education institutions across Europe, facilitated by their NRENs, without the need to run a tender themselves. 



These frameworks will reduce the need for individual institutions to run their own procurement processes saving both the institutions and the service providers time and money and allowing them to focus their resources on delivering services to their users efficiently and cost-effectively.


The framework process will provide an efficient gateway for service providers to enable their services for the research and education community.


This work will deliver a Digital Single Market across European research and education – ensuring best value services are available to the wider community.



The tender has been launched following a market and community engagement. Providers have until May 24 to respond, and the aim is to award contracts and have these signed before July 4 2016.
